My hairdresser has tried 3 times to tone my hair (permanent color) but it washes out immediately.
Should I just bleach it or will that make my hair worse.

I have a similar problem, I never found bleach to help the dye stick. I wouldn't risk it if you're worried about it causing a flare up. I don't generally find bleach to cause issues for me but maybe do a spot test first.
