Hi Kellie,
I was prescribed Clobetasol for my scalp. It comes in two formulations- one a solution in isopropanol that is fairly easy to apply to the scalp and it doesn't make hair look or feel oily.
The other is a foam. It does get your hair wet when you apply, but it dries and doesn't leave oils or residue.
The solution seemed to make things worse , I think I'm sensitive to the isopropanol. I tried the foam for two weeks and everything cleared up! It's been several weeks since I stopped and my scalp is still clear.

I use TGel shampoo, Neutrogena use to sell it, but stopped because of something with the coal in it or something, but I now use an off brand, I would love to use it every day, but I'm too lazy to shampoo and blow dry my hair every day! LOL :)
